In 2016 Dr. Washington received the highlight of awards and recognition from CMS for the work and contribution shaping the Patient and Family Engagement and Health Equity strategies and programs in partnership with the Hospital Engagement Networks which resulted in an estimated 87,000 lives saved, 2.1 million fewer patient harms, and $19.8 billion in cost savings.

Dr. Washington is a prominent figure in healthcare serving in the capacity of thought-leader, advocate, researcher, and performance improvement expert who has worked with healthcare systems, U.S. government agencies and numerous policymaker groups to ensure that evidence-based engagement and equitable approaches are at the heart of healthcare redesign.
Dr. Washington is a fellow of the American College of Health Care Executives (ACHE) and received her Doctor of Health Administration Degree from Central Michigan University, Masters of Heath Administration from Governors State University and Bachelor of Arts with a focus in Business Administration from Chicago State University. To her credit have been extended many nominations and awards including, 2017 CMS Leadership Award, 2014 Governors State University Luminary Pioneer Award, 2014 Illinois Department of Public Health Excellence in Community Health Leadership Award, 2013 American College of Healthcare Executives Regents Health Care Leadership Award, 2009 NAHSE National Young Healthcare Executive Award and the featured cover story for the Spring 2010 of Girlfriends Health Guide Magazine.
Motivated by the many opportunities to improve equity, quality and safety while reducing costs, Dr. Washington’s career path continues to be guided by her vision to be at the helm of change and to ensure a more equitable and values-driven healthcare system for all people.
Dr. Zandra Glenn. Zandra has over 25 years of experience working in government programs management, pharmacy management, and improving outcomes for the safety net environment. Dr. Glenn has an extensive history working on initiatives to improve outcomes for disenfranchised populations. She brings to ATW Health Solutions a strong history of contracts administration, understanding of the Federal environment requirement, and commitment to the underserved. Zandra has solid expertise in managing multiple deliverables, coordinating activities among large teams, and facilitating Technical Expert Panels, Listening Sessions, and SME engagement activities. She received her Doctor of Pharmacy degree from Florida A&M University in 1992.
Dr. Glenn recently served as a faculty co-chair and lead for Action Learning Activities for Transforming Clinical Practice Initiative (TCPI) National Development, Management, and Improvement Contract (NDMIC) which is a CMS initiative designed to support more than 140,000 clinician practices over the next four years in sharing, adapting and further developing their comprehensive quality improvement strategies. In her role as faculty co-chair, Zandra serves as a lead for the Medication Management and Opioid (MMO) Initiative which is designed to mobilize CMS networks into action to address the opioid crisis and utilization of the CDC guidelines and generate results across the CMS Communities of Practices. Zandra also serves as a member of the management team of the Alliance for Integrated Medication Management (AIMM) which is a collaborative path to the triple aim through rapid-cycle development of service delivery pathways, using comprehensive medication and population management as a core discipline. Dr. Glenn has served as part of the contract management team leading improvement work for CMS Partnership for Patients campaign to reduce hospital-acquired conditions by 40 percent and preventable 30-day readmissions by 20 percent.
Dr. Glenn has significant experience leading large-scale quality improvement programs. Her experience includes creating learning environments with health care staff and other subject matter experts as well as sharing her improvement knowledge of the existing healthcare industry, trends, practices, and the requirements that impact quality. Her role in the CMS Partnership for Patients Program and the TCPI program included managing weekly pacing events that showcased exemplar network performance to achieve campaign goals. The pacing events that she managed were designed to improve health care quality and affect positive change.
Born and raised in the Houston, Texas area (Missouri City), Brittny Bratcher-Rasmus is a recent doctoral graduate in the School of Health Promotion Health Studies program at Texas Woman’s University in Denton, Texas, where she is currently writing her dissertation. Brittny’s dissertation research focuses on how perceived social support impacts heart disease risk factor knowledge among African American women in Texas. Brittny holds a bachelor’s degree in Community Health and a master’s degree in Health Promotion from Lamar University in Beaumont, TX. She is also an active Certified Health Education Specialist (CHES®) and an NCHEC Ambassador working to ensure that more public health and health education students obtain the credential for advancement in the field. As a member of APHA in 2019, Brittny served as APHA’s Women’s Caucus Program Planning Co-Chair.
In addition, she served on the TX SOPHE board from 2016-2020 and was president of the organization in 2019.Currently, Brittny is a Program Manager at ATW Health Solutions, where she manages federal programs to eliminate health disparities and increase health equity. Prior to her role at ATW, Brittny served as an Outreach Specialist specializing in Medicare beneficiary healthcare services for over six years at KEPRO under a contract awarded by the Centers for Medicare and Medicaid Services. Brittany is also an Adjunct Faculty member at Texas Southern University and North American University in Houston, Texas, where she has developed and teaches various health education courses.
Dr. Hemphill is a Senior Healthcare Researcher with a background in both quantitative and qualitative research methods. She has focused much of her career on community-based food equity research, maternal and child nutrition, nutritional epidemiology, and health policy, including supporting research and evaluation projects for the U.S. Office of the Assistant Secretary Office of Minority Health within the U.S. Department of Health and Human Services. In these roles, she has provided study design, evaluation, and data analysis expertise including developing program evaluation metrics, assessing process and outcome measures, and conducting qualitative research via site visits, document review, semi-structured interviews and focus groups. She has also directed survey design, data collection, regression analysis and linear modeling for quantitative research, and created high-level reports including peer-reviewed publications.
